How about setting system clock on server(s) to GMT? This is cleanest solution.
If not an option, you could store the offset from system clock time to GMT (in hours) in a table. Add the offset to SYSDATE when inputting and processing. You have to manage the offset: whenever system clock is adjusted for daylight savings time (or equivalent) the offset must be adjusted simultaneously.
