There are several alternatives.
C++ is the lowest level tool you can use. But has a long ramp up.
VB is a very good UI tool, but has poor data access capabilities. There are a lot of third party VBX's available, but then you will throw in another vendor or two into the mix. You could use Jet engine with ODBC but that results in poor performance. In this case you might as well use Access 2.0, since it has a wonderful report writer.
Delphi is new to the market but seems to be doing well. It is object oriented and has direct drivers to Oracle.
Powerbuilder has been around, and provides direct drivers. The concern here is that it is owned by Sybase.
There is a new tool out from Oracle themselves, which is tightly integrated with their backends, called Power Objects. This is currently under Beta, and should be out in about 6 to 8 weeks.
So there are a variety of tools available. I am sure there are more( like Uniface, XVT etc). You really have to try out a few before deciding what is best for you.
