        Try startup nomount before the create controlfile.

	(REF: SQL Language Reference Manual, for Create Controlfile:
	'The database must not be mounted by any instance')

	There are other warnings and cautions in that section, such as
	needing media recovery afterwards, and doing a shutdown and
	full backup right away.

	Also more warnings in Oracle7 Administrator's Guide, pg 6-5+.
