I think PB is a good choice. It's a market=leading tool with a good company behind it; there's a healthy third-party add-on market that's coming of age for it (things like application frameworks, etc.); it allows you to leverage object oriented techniques to realize productivity gains; it's a tool that's more geared towards database apps than things like Visual Basic.
I've used PB against Personal Oracle 7 over DOS/Windows some, and haven't had any problems...I HAVE heard a lot of people complaining about how resource-hungry P. Oracle 7 is...make sure you have some beefy hardware to run it on.
