I was incorrect with the 2:. It is NOT IPC. It IS Two-Task communication.    

 This parameter specifies the TNS parameters to use when no communications driver is specified upon loading an  ORACLE tool. This parameter enables the DBA to define a "default" network connection. When the user logs  on without specifying any network parameters, ORACLE uses the LOCAL connection. Thus, the distributed  processing or distributed database is made invisible to the user.

 You can reset this parameter on the command line at any time.

 Consult the SQL*Net User's Guide document or your Oracle Protocol Adapter Installation and User's Guide for  examples.

 Operating System and Usage : DOS, Windows, OS/2, and SQL*Net drivers

  Default for OS/2 :                2 : specifies the two-task driver for the local RDBMS   

  Default for DOS and Windows : S : specifies the single task driver for the local RDBMS

  Legal Values :                    TNS prefix
