  Is your role "SYSTEM_ADMIN" a SQL*MENU role or your Database role ?

  As far as I am aware these are independant of each other.

  In SQL*MENU select Action|Admin|Security to see the list of SQL*MENU roles
  within the current instance. If your role SYSTEM_ADMIN is in there
  check your user name is part of that role. If no corresponding role exists
  then this is your problem and you will need to create the role and register
  yourself in the role. Oh, and by the way, you need to be a DBA to be able
  to amend SQL*MENU roles so if you are not you'll have to get your DBA to do
