Oracle 7.1.4 install problems on Pyramid?

I'm installing 7.1.4 on a Pyramid MIS Server and I'm finding a lot of of files missing. Products include Pro C, PL/SQL, parallel server option, and SQL Net 2.0. The install media is QIC tape (cdroms are not supported on the MIS Server). I've tried several types of installs: perm staging area, temp stage area, and direct from tape without any luck. Oracle's tech support has been fantastic in ftp'ing the files I need, but this install has taken 4 weeks so far. Anyone else having this problem?
