NT Web Server: Personal O7 for Win vs. O7 Workgroup Server for NT?

I am setting up a web server (HTTPS) on Windows NT v3.5 connected to the net through a modem connection - the machine is *not* on a LAN. The server will invoke forms-based CGI scripts that I am hoping to implement in PL/SQL through the WOW Gateway (if I can adapt it from Sun Unix to NT - any advice on doing this is also welcome). I am trying to decide on whether to use Personal Oracle 7 for Windows or Oracle 7 Workgroup Server for Windows NT. All interactions with the database will be local between the database and a single user (the web server service), i.e. no client and no SQL Net needed. The database size will be less than 500 MB.

Personal Oracle 7 for Windows Advantages:
-cheaper ($199 before 4/15/95, $399 after)
-easier to setup (no networking issues)
-easier to administer (?)

Disadvantages:
-lower performance (speed is important in this app)
-ominous messages about "NT not supported" during installation
-some of the administration apps (Backup Manager, Recovery Manager,
SQL *DBA) won't run under NT - only Win32s. Is this fixable if I install the NT versions of these client apps for Oracle7 Workgroup Server for NT, or will I just end up frying everything? (I have the CD-ROM with both on it)

Oracle 7 Workgroup Server for NT Advantages:
-robust 32 bit multi-threaded NT service architecture
-faster performance
-fully working admin apps

Disadvantages:
-more expensive (?)
-all documentation seems to assume that it will be on a LAN and accessed
by clients on seperate machines. Will it even install on a machine without a network card? Will it give me hassles if I try to access it locally from the HTTPS web server?

The solution I'm leaning towards now is keeping Personal Oracle 7 for Windows (which I've already installed) and upgrading down the road to O7 WS for NT if/when I need more performance.
