All Oracle gurus, hackers and Oracle staff

Is there an equivalent of an rc.local or autoexec.bat for the starting of an Oracle instance?

Background:

I need to have scripts run against specific Oracle instances when they startup (shutting down would be nice also). These scripts do things like compile packages, pin packages and tidy up some database objects.

Workaround:

At the moment, I have to call my own utilities to startup and shutdown the database
and depending on the instance name, carryout certain actions.

Is there an Oracle supported 'feature' like a sql.bsq file or init.ora parameter that is executed when the database starts up? Or any other way?
