Setting audit_file_dest will control the location of audit trails for everything except connects as the "internal" user. In order to satisfy C2 requirements, attempted connections are always logged to $ORACLE_HOME/rdbms/audit.

The upshot is that it is possible to keep the audit files small, but it is not possible to eliminate them completely.
