There is a tool on the market. It is an EDI translation tool named ABC Excel.  It was originally developed by American Business Computers, but I believe they were bought out by Sterling Software. Unless they have added more features recently, you will need to load the translated data from ABC Excel through SQL*Loader into your database. It is a fairly flexible tool. As with all software there are pros and cons. You will need to evaluate it based upon your needs.
