You may access the Trial License Software via ftp. However, this is not recommended without a Web connection since not only will you not have access to instructions, but which files to grab becomes a puzzle as well. This problem becomes increasingly pronounced as other products are made available from this server.
Here is some information to help figure out which files to grab from www.oracle.com:
- in /pub/www/big/ should reside the entire Workgroup Server Product.
- in /pub/www/server/server.exe will be the server side portion
- in /pub/www/server/server{1-N}.exe will be server broken into small pieces
- /pub/www/client is same as /pub/www/server, except is for client.
any files you grab should be extracted with <exectable> -d.
The "-d" is critical!
Below are the Installation instructions for the electronically distributed Workgroup Server for Windows NT.
I will bring up this problem of ftp, but no WWW access to those in charge of the server and ask that they make the appropriate READMEs available.

Installation
To install the Server products:
1. Make sure any Oracle services are stopped from the Services Control Panel (this applies
only to users who are currently running Oracle products in Windows NT).
2. From a Command Prompt or File Manager on the server, connect to the directory
C:\ORATEMP\OWS\SERVER\NT\INSTALL.
3. Run ORAINST.EXE.
4. Enter your Company Name.
5. Specify the official parent directory (known as your "Oracle home directory for Windows
NT") where you will store your Oracle Workgroup Server Windows NT server files. The
partition you specify should have 35 MB available to install the server and its supporting
products.
6. A list of products will appear in a pop-up dialog box, all selected. Click OK to begin
installation.
7. Specify a directory where you would like your database archive to reside. For safety's sake,
Oracle recommends that the recovery directory be on a different hard disk than
the server.
8. (Optional) Set a database password to be used when starting and shutting down your
database, as well as for other administrative functions. Be sure to memorize this
password, as it will not appear in plai format anywhere on your machine! If you
want to do without a Database password, select "OK" from the Database password dialog
box without typing any characters.
9. Read the README.TXT file that appears at the end of the installation, then proceed
to installing the client products.
10. Two Program Groups are created for you: Oracle for NT (which contains the Oracle
Installer, which you can use to install and deinstall Oracle products in the future), and
Oracle Workgroup Server (which contains administrative applications and
documentation icons).
To Install the Client Products:
1. From a Command Prompt or File Manager on the client, connect to the directory
C:\ORATEMP\OWS\CLIENT\WINDOWS\INSTALL. Note that the ...\OWS\CLIENT tree can
be in the same location as ...\OWS\SERVER, or on a different machine or in
another location on the same machine. When set up on an NT machine, the Oracle
Workgroup Server's client products make use of the "Windows on Windows" 16-bit
application subsystem feature in order to operate.
2. Run ORAINST.EXE. This starts up the Oracle Installer for Windows.
3. Enter your Company Name.
4. Specify the official parent directory (known as your "Oracle home directory for
Windows") where you will store your Oracle Workgroup Server Windows client files.
Note this must be a different directory from the one specified for the server products
above. The partition you specify should have 23 MB available to install all the client
products.
5. A list of products will appear in a pop-up dialog box, all selected. Click OK to begin
installation.
6. Specify your desired path for SQL*Plus files (the default is a PLUS31 subdirectory in your
Windows home). Note that regardless of your selection, all client executables are
placed in the \BIN subdirectory of your Windows home directory.
7. If installation completes successfully, an "Installation successful" dialog box will appear.
Click OK.
8. Two Program Groups are created for you: Oracle Database Tools (which contains the
Oracle Workgroup Server Database Administration Tools icons, which you can use to
manage routine database administration tasks from any client), and ODBC (which
contains an administrative application called ODBCADM.EXE for configuring data services to
work with your client applications).
