I saw this crap when was installing something like 7.0.1x (this is SCO UNIX/ODT). As I recall, due to a bug or typo (that's normal for Oracle installation scripts :) in grep command line or maybe somewhere else script fails to find these magic words "statement processed" in sqldba log file and thus treats an attempt to create database file as unsuccessful. In my case, the file *has* been really created OK, just this a little bit weird method of checking the results caused the whole thing to bail out. I've got accustomed to Oracle installation puzzles, so I simply removed (or hacked) a line or two and went forward.

So the bottom line is: check if DB file is really created and is OK simply looking in sqldba's log right before the error message you quoted. If it's OK - forget about it, and go your way.
