Multiple sets of books works well in environments, such as Europe, where we have several companies in the same Oracle installation. We have a site with 9 different sets of books (including AR, RA, AP, GL) who have Different:Functional Currencies; Customers; Vendors;etc...

It does make things more technically difficult, especially during Release upgrades, but is a good way of separating different organizations. There shouldn't be any issues from the end-user perspective, as each book will be identical except for setups. From a dba's point of view, it will almost double the space required for the applications such as AR and AP, and there will be twice as many database objects to maintain.

On the other hand:
If the reason for having multiple sets of books is due to check and vendor reporting requirements, you should be able to use a combination of bank accounts, payment documents, vendor types, vendor priorities, and descriptive flexfields to meet your needs. My initial feeling is that it will be easier to create some local reports than to deal with the future impact of multiple sets of books.
