This "rumour" has been going around for about seven years. It has no basis in fact. OCI will be around forever. In fact Oracle 7.2 will include new OCI enhancements to support non blocking database calls.
7.2 will also ship with Pro*C 2.1 which will support C++ as long as you disuade the Precompiler from trying to parse your code as regular C (just a command line option to accomplish this).
