What I've heard is the product is called Oracle Desktop and includes a single user Oracle 7 database engine that has been "scaled down" to run under Windows. The forms tolls that come with it are a bit fuzzier. At first I heard some newer version of forms (e.g. 4.5) might be shipped. Now it looks as if a new Oracle product called Oracle Objects will ship. I think this is a Visual Basic-like application builder. I don't know if it supports PL/SQL.
Any other info ???
