Use as much server RAM (32Mb or more) as possible, try to only run the Oracle NLM's on the server machine, use an EISA system board or better if possible.

SQL*Net is a NLM (Network Loadable Module) on the Oracle server, probably the "SPX Server" console screen will show it loaded if you press "Alt-Esc" on the server console keyboard. If you are running TCP/IP, then it will look a little different. SQL*Net runs on top of a network protocol, I guess the other Oracle expert there did not want to explain the gruesome details.
