EBCDIC collation on VMS Oracle?

I have an application we are moving off of our mainframe to VAX Oracle. The customer insists that the reports continue to be sorted in the same order as before.

Is there a way to get Oracle to order the results of a query in EBCDIC collation sequence on VMS? We are running V6. I've seen some references to EBCDIC in the manual but it implies you can get EBCDIC collation on only if it is the native character set.
