As far as I know there is no way to autoreposition objects in Forms 3, but you can use the screen painter and cut and paste objects into new locations, even between pages, retyping the text as you go. (Unless you like the DEFAULT_HEADINGS) I haven't tried out Forms 4 yet (which just went production on the NCR 3000 platforms), so I can't answer whether it has a more functional design mode. (I can't see how it could possibly be WORSE than Forms 3. :-)
Editing the .INP file is _not_ supported by Oracle, although I've done it once or twice myself.
