[Q] Menu roles in shared forms?

We are starting to build a repository of common forms that could potentially be used corporate wide by many different applications. These forms specify our standard SQL*Menu as the "Default Menu Application". The problem is role management. Virtually every Oracle user on campus will need to be entered into a single role that is build into the standard menu else they won't be able to use the menu within the form.
Is there a way around having to maintain this enormous role? A method of allowing all roles would be the easiest, but that doesn't seem to exist?
We are currently using Oracle V6, with SQL*Menu 5.0.11.13.5 and SQL*Forms 3.0.16.12.7.
