starvation and two stage locking

Question:
I'm trying to get an idea on how much starvation actually happens in distributed databases when using two-stage locking to prevent deadlocks. I'm trying to get an idea if it is worth it or not to implement some elaborate scheme to avoid deadlock situations or if the 90% rule applies here.
