6M is enough to do some fairly reasonable things. That's 6M available to Oracle. Obviously, if you write a SQL*Form that is itself 2M in size, you will need even more than 6.
If by DOS machine you are including Windows and the new CDE, plan on 8M for basic end-user runtime and 16M for development tools.
