Try setting TERM_INGRES to vt200. INGRES tools which are forms-based (such as report writer) use the setting of TERM_INGRES to determine which termcap entry to use for screen formatting commands. A grep of the termcap file in $II_SYSTEM/ingres/files will get you a list of valid TERM_INGRES settings.
