Pro-active defragmentation of free space is a know feature in Oracle 7.0.XX. I am not sure if it is documented in the manuals but was told at one of Oracle's conference that they had already implemented it.

I had the impression that it would take minutes for one of Oracle's deamon to wake up and consolidate these free spaces but it appears that it varies from instant to seconds depending on the load on the database. There is no need to have the 'ORDER BY' statement. It will defragment it on its own.
