Case-insensitivity

We are trying to do case insensitive searches utilizing indexes without forcing our data into upper or lower case, using Oracle, and we're not having much luck. We've already got our app (utopia) working with dBase and with MS SQL Server. With dBASe we used UPPER when creating the indexes. In SQL Server, we set the dictionary sort parameter to case-insensitive.
But in Oracle we haven't found any technique to do this. I am wondering if anybody out there has a technique that we could use.
