There is a shell script called dbstart in $ORACLE_HOME/bin which reads the oratab file and starts up the databases it finds there, provided the "Y" flag is set on the line to indicate you want it automatically started up. So all you need to do is run dbstart from rc.local and have your oratab file set up properly.
