There are no fixes to this situation. Oracle wants you to create an ORACLE7 user account so that you can set specific privileges and quotas which do not conflict with vms system accounts (typically SYSTEM) quotas. Don't bother to subvert the requirement; just submit the startup script with parameters /user=oracle7/que=xyz.
