Forms 3.0, Reflection2, Windws 3.1

We're using PCs with Dec VT/PC keyboards, running Reflection2 under Windows 3.1 to emulate VT220 sessions on our VAX running Forms 3.0 (whew - not sure I worded that well, but you get the idea...).

We're having the problem that you must hit any function key twice (with the exception of the Next-Field [TAB] key) the first time the form comes up. Once you hit a function key twice, then from then on for the duration of that form, you only hit once, like normal.

Does anyone have a suggestion? We're all (Network group, OCG consultants, WWS, etc.) coming to repeat dead-ends trying to solve this problem. There is at least one other Oracle client out there that has (supposedly) had the same problem and solved it... Suggestions/recommendations greatly appreciated.   Thanks...
