Hi,
  our dev-team was also forced to use Oracle instead of Ingres. Bad thing !! We never used such fancy things like Windows4GL, but SQL & QUEL (Version 5.x). There are a lot of differences in the SQL-  between Ingres & ORACLE.
Second: For our application ORACLE needed 50 % more of Disk-Space   (we needed floats, all we've got was Number) 3rd: There are way to much Tunable-Parameters for ORACLE.   You really need to study this !!
4th: We ran into lots of storage-segmentation-problems, because of   heavy deletion-operations (approx. 1/3 of the Data was deleted   within a day)(no discussion please, it made sense)

If I, as the dev-team-leader, had to choose for productivity alone, I always would prefer Ingres.
If You have to use ORACLE, get some courses.
