In ORACLE7, an Oracle*Mail e-mail package is included with the Procedural Option. With this you can send (Oracle*Mail) e-mail messages by just calling a packaged (stored) procedure, e.g. from a Database Trigger.

Another Alternative may be to use e.g. DBMS_PIPES or DBMS_ALERTS to interface to any other e-mail system from your server.
