Problems building SQLTEXT indexes (Suggestions)

I've been attempting to build a large location list table (18m+rows) and I'm getting a - ORA-00054: resource busy and acquire with NOWAIT specified - when I hit around row 6.3million, I've built a 12m row version of this before and I'm running 1gig+ rollback segments and temporary tablespaces. Any suggestions?
