On our Sequent, oerr ora 2729 returns the following:

We've seen this before when we use the "wrong" driver in the host string.

For example, if you're using the streams based driver, the correct driver is 'TT', However, there are different drivers for DOS and for different flavors of TCP. Basically I think you're going to have to ask your System Admins what TCP/IP drivers are available, and then also maybe edit some of your Oracle configuration files.
