Oracle software installation on hebrew enabled OS

On windows XP, after installing Oracle client tools, the interface of these tools appears from right-to-left in an unreadable format. Some of the interafces even appear in uncmprehensible enblish.

On windows XP, after installing Oracle client tools, the interface of these tools appears from right-to-left in an unreadable format. Some of the interafces even appear in uncmprehensible enblish.
If hebrew is removed from the system, the installation works and products appear as they should, but as soon as hebrew is reconfigured, it all goes bad again.
[Quoted] Is there a way to tell these tools to disregard the regional settings of the OS, and to laod as if US-English is the only langauge available?
