It depends. Most people seem to be biased towards Windows or against. I know I am ;-)
If you already have Unix skills, I'd go with Linux. I am currently consulting with a large corporation that uses Oracle on Windows in a number of cases. The performance seems OK, although they mostly use Tuxedo.
Where are you going to manage the users? LDAP, Active Directory? Just Oracle, ACL? How do you plan to avoid single point of failure? What about clusters?
From a performance point of view it would be rather easy for you to test both Windows and Unix/Linux.
Do you want Microsoft to control your environment your do you want to control it yourself?
