Compatibility of Powerbuilder and Oracle Workflow

The more and more I seem to read about Oracle Workflow the more confused I seem to get. Help me out if you can,

We have an application that is developed using powerbuilder 8 and the data is stored in Oracle 9I database. So far we used powerbuilder to pull up records from the database and manipulate them and put it back. An example of our process would be if I worked in Dept 1, I can pull up a record that is sitting in a table with "Missing Signature" queue marked. (We have about 20 of those kinds of fields we call "queues"). Now the client wants to have other departments (3 more departments) be able to do the same thing but have their own different section. So an example would be if I was in Dept 1 and I had a queue for Missing Signature, they want Dept 2 to have the same queue but have only records that are assigned to that dept. So you can see how 20 queues can easily be 60. So I was given the task to researching Oracle Workflow and its abilities to make this process easier. But the problem is that there are not many powerbuilder/oracle workflow type of help out there. I wanted to know if anyone has any kind of experience with both applications and if so, it is possible to have a process in workflow that checks what department you are in when you login to the application and determine which records you get? And when you try to get all the records in say "Missing Signature" give you only the once that are assigned to your department?
