Loading a Ascii file

In this case I have some columns that [Quoted] are attached for a few records. So I started with placing the columns [Quoted] [Quoted] manually in Excell. Is there a simple way to load an csv or even xls file in [Quoted] an oracle database. I have sqlplus and toad available, what is not much. [Quoted] [Quoted] Does anyone have a fast way to load this?
