Make sure you use NLS_LANG=AMERICAN_AMERICA.WE8ISO8859P15 in the environment for both products. This can be set in the registry (ORACLE key) and in the environment prior to starting the products. If this helps depends on the character set in which you created the database. You should also check the database parameters themselves to prevent charset conversion ( enter 'show parameter nls' in SQL*Plus).

Even though JDeveloper 9i is still Release Candidate you should not have these problems - they are related to incorrect environment settings.
