First of all you need SQL*Net client installed on your client. So get
Oracle for Linux sofware and install this.
At installation time the installer will ask you where to put the software,
this will be your ORACLE_HOME.
Most Oracle Client Software packages also got SQL*Plus on it.
Configure your SQL*Net client and the world is open to you: There are lots of (Free) JAVA, TCL, Perl, WEB, C++ etc. Client Tools available on the net.
