All the downloads available at technet are complete! When you attempt the download you will be presented with the license documentation which you must accept. Read it! In short, the products are development only versions and you can not use them for production release or producing anything that will be supplied to someone else for production. When you produce that product for production release you must then purchase the full production license for each and every product used by your new application.

Oracle is not the cheapest product line. If you will not have the funds to purchase the production environment, you should only consider the download for educational purposes. Check with your local Oracle sales office for exact pricing. The pricing varies greatly (sometimes I think it is based on interplanetary alignment).
