I also hit by the Pro*C array size bug.
There was supposed to be a patch released for it in December, but I didn't try it.

Evidently the Pro*C libraries implement some form of array fetching automatically now, so it does not benefit you much to do so in your program. Try doing some timing tests and you'll see.
