New Schema in default DB using Schema Manager?

Hi:

I hopefully have the terminology right. I installed Oracle 8i on NT4.0, with the default database that has user Scott, table EMP, etc. If I go into Schema Manager, and group "by schema", the objects are grouped under schemas SYS, SYSTEM, SCOTT, etc.

All I want to do is make another one of those (schema,no?) from the SCHEMA manager, and yet I see no "new schema" menu choice. What am I doing wrong? I am trying to make some roles/users/tables, etc. within that sample database in such a way that the new users, roles, etc. don't know anything about Scott, etc.

Do I just do a Create Schema command? If so, WHAT is the AUTHORIZE part of that command? The Oracle online help doesn't say.
