oracle8 error

i've downloaded personal oracle8 from the web and have installed it on nt 4.0.
when i try to start the database via the icon i get the following message:

when i try to start the database via the icon i get the following message:
Oracle8 Startup resource dll not found.
do the zip files contain all the files needed to run this application???
