Speaking from personal experience, as a company who is a major Oracle customer in Canada, we have paid anywhere from $5000-$7000 per licence for Designer. I recently saw an ad in one of those software flyers (Programmer's Paradise, I think) for Developer at $7995 retail. Plus you have to factor in support & maintenance (roughly $1500-$2000 per year for Designer).
