Yes this is a version compatible problem as I remember. The problem is the Des2K 1.3.2 repository looks for Oracle 7.3 IMP/EXP utilities in the Windows Registry. You need to find out those entries using REGEDIT utility and change them to make use of Oracle8 utilities
(they differ by name like imp73 in Oracle73 and imp80 in Oracle8).
So, using regedit, find the strings
for imp73 / exp73 and rename them to reflect your Oracle8 utilities. After doing this,
you should be able to install the repository.

But even after there is one more issue.
You need to grant the execute permissions to the repository user on DBMS_PIPE and DBMS_LOCK packages before installing repository. Otherwise, you will have problems
