Forms 4.5 - getting rid of DUMMYWIN window

Hi,
I'm running Forms 4.5 on Windows 95 and have created a blank form which only exists for the purpose of attaching a full-screen menu to it. (The form is completely blank -- no canvas-views, no windows, no blocks, no items, nothing.) When I run the form, the full-screen menu comes up as expected. The problem is that a second, blank window called DUMMYWIN is also appearing. I did not create this window and can only assume that it is being created by default because it doesn't like the fact that my form is totally blank. (This window doesn't appear in Forms Designer -- it only shows up at runtime.)
So, I thought that maybe I needed to create a window in my blank form, to prevent DUMMYWIN from being created. I did that, hoping that my full-screen menu would now use my pre-created window and not need the DUMMYWIN window. Well, now the full-screen menu continues to come up in its own window, and my new pre-created window also comes up, but is blank. i.e. No more DUMMYWIN, but I still have one window too many.
Any ideas on how I can prevent this extra window from being created?
