Oracle timestamps (sysdate)

I have a table used for replication that sorts rows based on a timestamp (sysdate). I have 8 similar rows that all have the same timestamp. The rows are identical except for the fact that one 1 character column in 4 of the rows has a D and the other four have an I.

Any way I try ordering these rows (other than on this one column) gives me the D's before the I's, though I know one of the I's was inserted before a D. This is important for synchronization.
