If you already have the Oracle database installed, try downloading the trial of WebDB from http://technet.oracle.com , that is what my group is using in house to set up a simple set of forms that live in and query the database. It is also god awful fast (we are using it for one inhouse telephone directory and it is ~8x faster than the older version that was cgi-PERL based).
