I assume you are using NT 4.0 and Forms 4.5 or Forms 5.0. To change the settings, you should change the value in the registry. Click on the Start button, select Run..., enter 'regedit', click on the +-sign left to HKEY_LOCAL_MACHINE, click on the +-sign left to SOFTWARE, select ORACLE and double click in the right window on TK25_ICON (or TK23_ICON, depending on your Developer version). Change it's value and click on ok.

The same is true for Windows 95 and Windows 98.
