Excuse me for my English,If you will use RDBMS only and your database objects and applications will create correctlyand you will tune a few parameters , then the system will support about 600-800 users. I guess then you are need to add more CPU (up to 4-6). I think RDBMS and application server( where is forms45) must use separately.

There is large metallurgy company here.Sun 5000 3CPU UltraSPARC 250 MHz, 512MB RAM, 250 users, Oracle RDBMS 7.3.4. Sun 3000 2CPU, 512 RAM, Oracle f45, f30, sqlrep, sqlplus, 250 users too. 2 years ago, system has worked fine on single unix box (2CPU 167MHz, 512MB RAM) with the same number of users .
