I have exactly the same problem running developer 2000
(ver 1.3 and 1.3.2) against oracle 8.0.3 on NT4.
Sqlplus 3.3 also gives the same error.
Sqlplus 8 works fine.
I have logged it with Oracle support but no answer yet,
still its only been a week... :-(
